Of course, that does not mean Bush actually “won” the election in the Popular Vote or the Electoral College. In fact, if all the votes had been fairly counted — not even including those “hanging chads” — Vice President Gore would have won. “We know nearly for certain that the recount stopped by the Supreme Court would have given Gore the lead,” confirmed New York Magazine in a 2012 rebuke of the entire decision.”
